Employers whether public or private who have 20 or more employees are subject to a federal law known as the Consolidated Omnibus Budget Reconciliation Act, called "COBRA" for short. This law basically provides that if an employer (of 20 or more employees) has group health insurance as part of a benefit plan for its employees, then these employees are entitled to a continuation of those benefits for a certain time after they leave their employment.
